The suit is a Coxswain/Crewman Suit designed by Typhoon as an amphibious surface suit.

The suit is new (surplus) and unused.
Although new, there are some marks as can be seen in the pics. There are some spot-marks on the inside of the smock top & the salopette-type trousers.
The suit is ideal for the diver-cox'n, however it is not suitable for sub-surface use.
